Full Journal pdf1998-04-02 Senate Journal Page 3107 SB 275 Message dated April 1 was read, stating the House passed CS FOR SENATE BILL NO. 275(STA) An Act specifying time periods for making, soliciting, or accepting campaign contributions to candidates for state office; and providing for an effective date with the following amendment: Amendment No. 3 (title amendment): Page 1, line 1: Delete "specifying" Insert "relating to" Page 1, line 2: Delete "to candidates for state office" Amendment No. 7: Page 1, line 7: Delete "state office" Insert "the state legislature" Page 2, lines 2 - 17: Delete "ªTO A CANDIDATE FOR GOVERNOR OR LIEUTENANT GOVERNOR OR AN INDIVIDUAL WHO FILES WITH THE COMMISSION THE DOCUMENT NECESSARY TO PERMIT THAT INDIVIDUAL TO INCUR CERTAIN ELECTION- RELATED EXPENSES ASAUTHORIZED BY AS15.13.100 FOR GOVERNOR OR LIEUTENANT GOVERNOR, WHEN THE OFFICE IS TO BE FILLED AT A GENERAL ELECTION, BEFORE THE LATER OF THE FOLLOWING DATES: (A) THE DATE THE INDIVIDUAL (i) BECOMES A CANDIDATE; OR (ii) FILES WITH THE COMMISSION THE DOCUMENT NECESSARY TO PERMIT THE INDIVIDUAL TO INCUR CERTAIN ELECTION- RELATED EXPENSES ASAUTHORIZED BY AS15.13.100; OR (B) JANUARY 1 OF THE YEAR OF THE GENERAL ELECTION; 1998-04-02 Senate Journal Page 3108 SB 275 (2)ß to a candidate for state office ªTHE STATE LEGISLATUREß" Insert "to a candidate for governor or lieutenant governor or an individual who files with the commission the document necessary to permit that individual to incur certain election-related expenses asauthorized by AS15.13.100 for governor or lieutenant governor, [WHEN THE OFFICE IS TO BE FILLED AT A GENERAL ELECTION,ß before the later of the following dates: (A) the date the individual (i) becomes a candidate; or (ii) files with the commission the document necessary to permit the individual to incur certain election- related expenses asauthorized by AS15.13.100; or (B) January 1 of the year of the ªGENERALß election; (2) to a candidate for the state legislature" Page 2, line 20: Delete "state office ªTHE STATE LEGISLATURE" Insert "the state legislature ª" Page 2, line 31: Delete "(2) ª(3)ß" Insert "(3)" Page 3, line 14: Delete "(3) ª(4)ß" Insert "(4)" and so, CS FOR SENATE BILL NO. 275(STA) am H An Act relating to time periods for making, soliciting, or accepting campaign contributions; and providing for an effective date is returned for consideration. Senator Taylor moved that the Senate concur in the House amendment. Senator Duncan objected. 1998-04-02 Senate Journal Page 3109 SB 275 Senator Taylor moved and asked unanimous consent that he be allowed to abstain from voting due to a conflict of interest. Objections were heard and Senator Taylor was required to vote. The question being: Shall the Senate concur in the House amendment? Effective Date YEAS: 14 NAYS: 4 EXCUSED: 2 ABSENT: 0 Yeas: Donley, Green, Hoffman, Kelly, Leman, Mackie, Miller, Parnell, Phillips, Sharp, Taylor, Torgerson, Ward, Wilken Nays: Adams, Duncan, Ellis, Pearce Excused: Halford, Lincoln and so, the Senate concurred in the House amendment, thus adopting CS FOR SENATE BILL NO. 275(STA) am H An Act relating to time periods for making, soliciting, or accepting campaign contributions; and providing for an effective date. Senator Taylor moved and asked unanimous consent that the vote on the passage of the bill be considered the vote on the effective date clause. Without objection, it was so ordered. The Secretary was requested to notify the House. The bill was referred to the Secretary for enrollment.
